There are two solutions for this issue since the software doesn't have official support for Windows 10:
Apply a compatibility tweak using right click on file then Properties > Compatibility. Choose Windows XP from the drop down list and then try launching it again. If it doesn't work, proceed to the next solution.
Use a virtual machine and install Windows XP, the OS compatible with the DiMAGE Viewer.
To install XP in a virtual machine, use VirtualBox and an original Windows XP installation disc or ISO created from an installation CD.
